COCOA : Cameroon Customs Strengthens Oversight Of Fraudulent Exports.

In a memo endorsed on September 11, 2024 , the Director General of Customs, Edwin Fongod Nuvaga , disapproves against the reoccurence of exports of cocoa beans by water and land ,in voilation of the rules and regulations in force.

This situation according to the Director of Customs , is a source of fiscal deficits , foreign exchange deficits and shortages of raw materials for home industries. This circumstance , weaken the optimal mobilisation of resources from the public treasury , local economic fabric and the balance of payments (BOP). To settle this once and for all , the customs authority revisits the fact that in application of the provisions of the order of the Ministry of Trade ,Luc Magloire Mbarga Atangana , any merchandise of cocoa envisaged for export, heading towards the exist points land or river of the territorial boundaries must have completed customs clearance procedures with the territorially competent customs office at the chosen exist point. These cargoes , according to Edwin Fongod Nuvaga ,must be accompanied in particular by receipts for payment of the exist duty corresponding to the volume of cocoa beans transported and the agricultural levies with respect to , the pre-liquisation form, the liquidation bulletin , the loading certificate , and the phytosanitary certificate without which no exemption is permitted and no cocoa shipping is allowed to circulate towards the river and land out thing points . According to experts , this reminder of the procedure for shipping cocoa beans out of Cameroon comes at a time when the intensification of fraudulent exports of Cameroonian cocoa to neighboring states worries the authorities  .On January 25,2024 a cargo of 18,4 tonnes of cocoa beans was seized at the port of Idenau , in the South-West region by Cameroonian customs . According to the National Cocoa and Coffee Board , Cameroon fraudulently exported 70,000 tonnes of cocoa beans to Nigeria. The volume of cocoa beans exported illicitly corresponds to approximately 20% or the total volume of cocoa beans exported by Cameroon . The overall objectives of Cameroon customs , is to fight against the huge amount  of money, Cameroon losses every year estimated at CFA 184 billion due to illegal exports of its cocoa beans to neighboring countries .
